As a vendor, why can’t I raise a ticket on behalf of the user in that facility? / Why only users of that facility can raise tickets?

The facilities belong to the users and are their legal properties. Without permission, vendors cannot “trespass” the facilities. This prevents unnecessary spamming. However, advertisement may be possible in the near future if the users allow business information to be sent to them through BPA.
